This amendment was written in response to the events of 1789, when George Washington was captured by General John Burgoyne and his army at Saratoga Springs. Burgoyne wanted to know what weapons Washington had and where he could find them. The events of 1886 led to another constitutional amendment being passed which allowed convicted felons (who were not able to vote) the right to possess a gun if they could provide a note from their parole officer verifying their rehabilitation. The amendment also protected people who resided on Indian reservations from having guns taken away without due process. In 1934, Morro Bay became an incorporated community under state law. At that time, there were only six handguns registered with the town government! Through ordinance passage and regulation, handguns have been kept safe and secure in Morro Bay ever since. Currently, there are over 200 handguns registered with Morro Bay government; most of these are pistols or revolvers

Morro Bay is a town in Marin County, California, United States. The population was 7,451 at the 2010 census. Morro Bay is located on the mouth of the San Francisco River and its namesake is an artificial island in the river. The name comes from Spanish for "Moorish bay". The first permanent European settlement in Morro Bay was made by Jedediah Smith and his party of American Fur traders in 1828. They named their new town after General Manuel de Ayala's command of an expedition against the Chumash people east of San Francisco Bay. In 1846, as part of efforts to secure U.S.-Mexico borderlands, President James K. Polk sent General John Cranch's army into Morro Bay to seizeNative land south of Sonoma Valley on which Rancho Santa Clara had been granted to Mission Santa Cruzans José Altamira and Joaquin Miller in 1840. Mexican forces burned down both missions on 12 January 1846 during what became known as the Battle of Morro Bay. In 1880, a group led by millionaire banker Nicholas Murray Butler bought land around MorroBay from Mexico for $5 million dollars and founded Rancho El Cajon; it remains one of Marin County's most valuable parcels today. The area now encompassing Morro Bay was developed primarily as agriculture with orchards and vineyards being among the earliest commercial developments; however, due to its strategic location within easy reach of points such as Tiburon and Sausalito, fishing has become a major industry here since World War II. During that time, many notable people have lived or worked here including: Doris Day (1926-2006), Alice Paul (1915-2002), Tom Wolfe (1945-2008), Neil Armstrong (1947-2012)

In 1821, United States Commodore John Dory sailed intoMorro Bay on his America's Cup challenge to Britain and claimed sovereignty over all of Alta California. The U.S. Navy usedMorro Bay as a base during World War II and later developed it into an international maritime center with Naval Air Station Miramar providing air traffic control and harbor services.
