The city also annexed much of Porterville including its airport in 1978. Afterward, much development took place in downtown Moreno valley with schools such as Westview Elementary School opening in 1961 followed by Ponderosa Middle School (now Chino Hills High School) in 1976; John F Kennedy Presidential Library opened its doors on November 25th 1984; Goodyear Tire & Rubber Company moved their headquarters from Torrance to Moreno valley on October 1st 1986;and Keene’s Helvetica Clothing store opened its doors on December 6th 1987 becoming one of only two remaining “big box” stores open within urban areas outside of Los Angeles County when it closed its doors on January 13th 1998). Many new subdivisions have been developed throughout recent decades such as Northwood Estates which was completed in 1990; Southridge which was completed in 2000; Willows which was completed in 2006; Park View Estates which was completed in 2009; Midtown canyon which was constructed beginning 2014 by developers brandishing $100 million dollars towards redevelopment projects within the city limits according to city officials Municipal services like water/sewerage service are administered by East Palo Alto Water District while fire Protection is provided by Community Services Agency (CSA) through mutual aid agreements with other agencies

Moreno Valley is a city located in the northern San Diego County, California region. The population of Moreno Valley was 17,033 at the 2010 census. It is part of the Border City Coalition metropolitan area. Moreno Valley is bordered by La Jolla to the east and west, Escondido to the north, Qualcomm to the south-southwest and Poway to the southeast. The history of Moreno Valley can be traced back to 1875 when land was purchased from Rancho Nuevo Adobe heirs by John Waddell and Phebe Payne for $1,000 each. In 1894, Antonio Guerrero bought 1/8 acre (0.27 km2) of land in what would become Moreno Valley from Waddell for $10 per acre ($2 per hectare). A post office called "Moreno" was established in 1909, and remained in operation until it closed on November 15, 1951. At that time, it had a population of just 10 people. In 1915–16 José Ortiz opened an agricultural cooperative known as Los Olivos No Cultivo which produced some 400 acres (160 ha) of fruit trees that year alone - one third of all output from this cooperative during those years. The Ortiz family still controls about 80% of today's fruit production with two facilities devoted entirely to growing oranges: one near Interstate 5 and Mesa Drive; and another off Utopia Parkway near Ramon Road
