Moreno Valley is located on the eastern edge of the Mojave Desert and is named for Don Antonio Moreno, an early pioneer in the area. The first permanent inhabitants of what would become Moreno Valley were two groups of Paiutes who arrived from southern Utah in 1847. They built mission-style homes near present-day Encinitas and began to cultivate crops. A second group of Paiutes, numbering about 50 people, also lived here until they were removed by Mexican forces in 1849 during the Mexican–American War. The town was founded on April 20, 1861 by John Pemberton as Wood River Station on Rancho San Marcos de la Cueva y Toro after he purchased 2 square miles (5 km2) of land from José Castro y Telfairán for $200. By 1865 it had grown to include 9 blocks (2 sq mi; 6 ha), with a population of 100 residents. The post office was established at Wood River Station on July 1, 1861, and remained there until September 12th 1870 when it moved to its current location within the city limits. It opened under name "Fresno" because that was the name given to Fresno County by Governor George Copley following his November 15th proclamation making Fresno County a part thereof On October 11th 1870 another proclamation made Moreno Valley a City charter with a population limit of 10 thousand persons only According to legend one day early in its history when mail started arriving at Wood River Station it became apparent that many letters were addressed to "Fresno", but no one knew where that town actually was so some mail handlers decided to put all those letters into one big envelope and send them fraudulently back home again! This caused much hilarity among local residents who quickly learned how to identify fake postal stamps which they used successfully against future offenders! In 1871 Jepson organized #9 Los Angeles Union Volunteers who fought side-by-side with General Ulysses S Grant against Mexico during the American Civil War

In 1911, two brothers named Pedro and Adolpho Moreno purchased 640 acres (250 hectares) of land near present-day Cottonwood Avenue and Route 66 in what is now eastern Riverside County to make a new town called "Moreno". They named their new community after Antonio Nieto de la Cruz y Ruiz—the brother who had given them the land—and José María Herrera y Escobar, both Mexican nationals who had helped them purchase it from ranchers on credit during the early part of American settlement in this area. On February 14, 1911, Moreno Valley incorporation took place with 7 residents: Pedro Moreno (president), Adolpho Moreno (vice president), José María Herrera y Escobar ( clerk), Francisco Ramos ( treasurer), Manuel Martinez ( justice of peace), Pablo Moya Pacheco y Sierra( doctor). The original townsite consisted of only about 400 feet (.120 m) of contiguous territory across two short streets that ran east-west between High Street and Cottonwood Avenue; today's boundaries are north-south Cottonwood Ave., east-west High Street and south Lamar St., which links up with Interstate 15 just south of town center by way of Cottonwood Ave./Route 66 interchange northbound/eastbound lanes only
