Moorpark is a town located in Los Angeles County, California. The population was 25,471 at the 2010 census. Moorpark is one of the wealthiest small towns in California and has been home to some of the most influential people in its community for years. The first settlers in Moorpark were two brothers named George and John Miller who arrived in 1851. They built a cabin on what is now Highway 128. The town was founded by Captain Edwin Ewing Jr., who purchased 640 acres of land from José Padilla on December 5, 1854. He named it after his friend, Colonel James Balfour Moor, an English gentleman who had immigrated to America and helped found Pasadena. Captain Edwin Ewing Jr.'s wife, Anna Maria (née Ladd), donated land east of present-day Moorpark Boulevard for a school district which would teach children from poor families how to read and write using American Sign Language. In 1870, Anna Maria donated another tract of land south of present-day Wimpole Street for a public library with room for 100 bookshelves. On October 15, 1876, the first schoolhouse opened in what is now downtown Moorpark when students from nearby Glendale Elementary School attended classes at the old Sir Francis Drake Hotel on Wimpole Street between First Avenue and Third Street North. In 1907 Governor Albert J. Garcia convened a meeting to discuss providing education opportunities for Mexican Americans living near Anaheim Hills through open enrollment at state colleges or universities instead of being sent back into Mexico where many did not have access to education due to their poverty or because they were unable to afford it. At this meeting delegate Manuel Valdez proposed that Moorpark be established as an open enrollment college so that Mexican Americans could have access to higher education without havingto go back into Mexico while also increasing economic opportunities within the community for local residents who hitherto had only low levels of educational attainment
