Moorpark is a city in the Western U.S. state of California, in Kern County. Moorpark has a population of 32,854 as of the 2010 census, making it the second-largest city in Kern County after Bakersfield. The city was founded on November 10, 1886, by Wm. Humes and his wife Jennie Moseley Humes at an encampment near present-day Cottonwood Canyon Road and Saine Avenue. The name "Moorpark" originated from John Moor's Rancho de la Mesa de los Angeles north of town on February 12, 1887. The first post office called Moorpark was established on December 1, 1886, by Jno. Coster with P Rembert as mail carrier. It opened under the name of Springerville; however, it changed its name to Moorpark on April 6th 1892 due to various local controversies over original naming rights contracts with ranchos being given out without proper consideration for neighbors or businesses adjacent to them (i.e., Springerville got the honor but lost money because most people thought it was their neighbor's hometown). On October 15th 1907 when Morongo Valley Railroad reached Moorpark from Bakersfield there were only four residents living in town: Lizzie Bliss (wife of Orville Bliss), Averill Harriman Sr., George Atkinson and Mrs. Harry Potter (later Mrs jurist Potter). When the railroad built a depot thereon they increased their population to ten by 1922; however this number decreased gradually as more and more people moved away during World War II because of rationing limitations set forth by the War Department forbidding civilian employment within 50 miles of military bases or naval installations subject to extraterritorial jurisdiction (this policy applied equally to Los Angeles). In 1951 when Interstate 5 was completed eastward through Kern County all villages west of I-5 were added except for Moorpark which remained unincorporated until 1959 when it became part of Bakersfield incorporated as a city
