It is located on the Monterey Peninsula and has been inhabited by Native Americans for more than 7,000 years. The first European to visit Monterey was Gaspar de Portolà in 1769. Santa Cruz Mission was founded in 1821 and became an independent mission town before becoming a U.S.Army post during World War II when it served as a base of operations for the American forces occupying Japan. Today the City of Monterey is home to many cultural institutions including the University of California at Monterey Bay (UCSB), which offers undergraduate and graduate degrees; the Monterey Museum of Art; and several smaller museums. In 1853 Edward Hutton erected one of America's first commercial binoculars from materials he had gathered from nearby shellac mines along with help from local businessmen John Sutter and others who were developing Rancho La Brea into a major wine-growing region. By 1856 Hutton had his own observatory on Topaz Hill overlooking town and soon became an essential player in maritime exploration undertaken by Captain Cook while exploring Australia's east coast aboard HMS Resolution in 1770-71 and HMS Beagle in 1800-01 among other voyages across open ocean waters that yielded important information about our southern neighbor then known as New South Wales
