Monterey Park was founded on December 6, 1857 by Captain Edward P. Morgan and his wife Clarissa BayardMorgan. The original land for Monterey Park was purchased from the East India Company by Captain Morgan, who named it after the Monterey Peninsula in California. On July 15, 1860, Captain Morgan's son-in-law John W. Goodwin donated 640 acres (248 hectares) of land to the city of Monterey Park in order to establish a parkland area surrounding what is now Civic Center Drive. In 1861, the first park building was built on that site which served as the City Hall until 1915 when it was replaced by the present Municipal Building. On November 12, 1886, Monterey Park became part of Pasadena with its own city council and mayor. However, Pasadena would not officially become a city until 1912 when voters passed Proposition 8 using their municipal ballot measure election process. As a result of this vote, all transportation within Pasadena itself – including buses and streetcars – were now operated by private companies through streetcar lines that ran between downtown Pasadena and various neighborhoods within east LA County. On February 2nd, 1911 Mayor Harry Elmer Willcox approved plans to build an airfield at Monterey Park Regional Airport in order to provide service for aircraft manufacturers radial engine plants located nearby in Glendale and Burbank It also became apparent that Ventura County had no intention of annexing orjoining any municipalities so measures were taken to annex both Glendale and Burbank into Ventura County instead on April 3rd 1911 only for those two municipalities to secede from Ventura County six days later effective date under state law known as "The Taxpayers' Rebellion." All attempts made by county officials during the next few years to rejoin with Ventura County failed due largely because there existed no appetite or willingness among either party leadership within either county government leaders nor among most citizens within each municipality/municipality situatations unique amongst American counties during this time period). This situation changed following passage of legislation known as "The General Assembly Appropriation Bill" passed by both chambers of the Santa Clara Valley Board of Supervisors on October 9th 1912 which provided for annexation into Los Angeles County should sufficient funding be raised through special taxes levied against properties within unincorporated areas east of San Bernardino Street extending southward from downtown Los Angeles proper including portions lying north and south of Pershing Boulevard between Alameda Avenue (now Vernon Boulevard) and Highland Avenue failed to materialize despite heavy lobbying efforts being waged by numerous individuals/ organizations including then Supervisor Harry Reid (later U.S Senator), then Supervisor Don Edwards (since renounced), then Mayor James Ayer (served 1969-1973), current City Manager Ricardo Lara Monterey Park continued operate as an unincorporated community until 1974 when it incorporated under State law as part Saugus Heights Community Union School District No 7 which continues operation today
