Pemberton developed a powder factory on Van Nuys Boulevard near what is now Western Avenue in Monterey Park. That same year, they also patented a new type of cartridge called the “Herrington-Pemberton Rifle Cartridge” which used an un- percussion cap projectile with a copper jacketed lead bullet In 1895, another company named Sprague & Whitney acquired the Herrington-Pemberton Rifle Cartridge company and changed its name to Winchester Ammunition Company Ltd.. In 1898, Winchester Ammunition Company became one of the first companies to produce rifle cartridges using case Loaded RN bullets made by Norma Manufacturing Company of Canada for Browning rifles (later Colt handguns). From 1899 through 1902, Winchester Ammunition Company produced over 2 million rounds of rifle ammunition each month for American forces in World War I In 1903, Winchester AmmunitionCompany merged with Remington Arms Corporation (RA) forming one giant armament manufacturer that continued production until 1930s

It is located on the eastern edge of downtown San Bernardino and shares borders with Cathedral City to the north, Rancho Mirage to the east, and Sunland to the south. The Monterey Park area was first populated by Mono people in 1821. They were followed by other Native Americans such as the Hahns and Yokuts before becoming part of what is now San Bernardino County. The first European settlement in Monterey Park was made by David Denton in 1846 when he founded Denton Heights. These early settlers were mostly Anglo-Saxon Protestants from New England who came for land and opportunity. In 1850, José Garza established a rancho at present day Chevron Road and K Street in Monterey Park which became one of southern California's most successful agricultural communities during this time period. In 1881, Atherton Sands (later Atherton) incorporated as a town under the name of Atherton Village off Old Ulysses Road northeast of downtown San Bernardino; this village lasted until 1951 when it merged with neighboring Sunland into one large town named after both villages. By 1920 there were over 50 businesses operating within Atherton Village limits alone while also serving as a transportation junction connecting southern San Bernardino with Ventura County and points beyond via horseback carriage or stagecoach service. In 1893, it became part of Los Angeles County when that county was established. In 1905, Monterey Park annexed parts of El Sobrante Village to form a more developed area around its central square known as University Avenue and Mountain View Boulevard east of Interstate 5 (now Old Coast Highway). This annexation increased population growth inMonterey Park while reducingdensity along University Avenue which had been its main commercial artery since its founding. The 1906-1907 season saw one of largest waves of Japanese American internment during World War II when farmers were required to grow food for warships based at Long Beach Naval Shipyard due to wartime restrictions on shipbuilding materials used by Japan
