In 1915, Montebello Normal School was moved from nearby Colusa to Montebello and renamed California State Teachers College at Monterey. In 1944, after World War II ended and Japan bombed Pearl Harbor, President Franklin D. Roosevelt ordered the United States Military Forces out of Japan. As part of this order, all Japanese Americans were required to leave their homes and businesses within two weeks. Many people in Montebello refused to leave their homes or businesses because they thought they would beacialized if they stayed in the city. A group called Operation Paperclip had been formed to help American war veterans find new lives in America after the war ended. So-called " Bonus babies" were born into families who had lost members in World War II and were given cash payments instead of being drafted into military service or sent back home (a practice known as " Selective Service"). The City Council voted not to allow anyBonus babies to live in Montebello because it would have made for an uncomfortable living situation for everyone involved. Montebello remained a small town until the late 1990s when developers began building large subdivisions on much of its unincorporated land east of Interstate 5. Population growth has led to increased traffic congestion and environmental degradation due to water shortages caused by excessive development along I-5 corridor
