A fire destroyed most of Empire City on December 21st 1865 and again destroyed many homes on January 11th 1896 which resulted in a new ordinance forbidding fires in residential areas within one year after such an event had occurred In 1907 two brothers named George Sutter purchased land immediately north and east of their earlier holdings near where Interstate 10 presently meets Ulysses Boulevard (the intersection now known as Olive Way), creating what eventually became Montebello Downs Racetrack which offered horse racing until 1984 In 1912 DonatellO Vaccarino bought 555 acres northeast of downtown for $5 million making Montebello one of America's largest rural towns . By 1937 there were over 100 businesses including banks or credit unions with over 50 miles worth of roads servicing them all . After World War II much growth slowed because limited labor opportunities came about during that period due mainly to increased petroleum production throughout America However another major development happened when Valley View Elementary School District merged with East Side Union High School District which then merged with West Side Union Elementary School District forming Valley View Unified School District in 1957 This led to more schools opening up throughout southern San Bernardino County thanks largely to state funding given out via special districts programs
