A post office called "North Monterey" was established in this location on July 15th, 1851 under Postmaster James Waddell (1810-1876). In addition to selling newspapers door-to-door throughout his township (he had been elected via freeholders), Waddell also served as justice of peace for Westmont Township which included present day Monterey Park and parts of El Sobrante County northwest of Pasadena. In 1863 during America's Civil War, General Ulysses S Grant ordered all Union forces westward along what are now 14th Street (then known as Broadway) towards Pasadena so that troops could rendezvous there with reinforcements coming up from California under General Philip Sheridan before moving forward again down Broadway towards Los Angeles proper. This order created quite a stir among some residents who saw it as an attempt by Union forces to take over their community – something that never happened however given Grant's orders were instead focused on stopping Confederate advances deep into Central California - almost 2 miles away from any populated area! During Reconstruction following the war many white Southern Democrats turned themselves inside out trying unsuccessfully to reintegrate themselves back into society while African Americans continued working mainly farm jobs across wide areas including those around Montebello until after World War II when they too were displaced by postwar development trends both nationally and regionally speaking checkerboarded geographically across southern California primarily through cities such as downtown LA with their more recent black majorities respectively whereas rural/ethnic Mexican enclaves still remained deeply embedded within large Northeastern US cultural brokerspace regions statewide well beyond Watts/Montrose vicinity particularly notable near Salinas/Oroville foothills interior Mojave Desert
