During those years many people commute into Monterey from surrounding communities such as Atascadero and Pismo Beach because NAS would only admit military pilots and their families for one year at a time; thereafter they were forced to leave for good. Many locals chose to remain behind in order to create new businesses and maintain their civic center which still remains standing today as one of the most popular tourist attractions in the area In January 1946 voters approved Measure M, giving property-owners within 1 mile (1 kilometer) of NAS "the right not to sell or lease land...to any person having connection with...the Navy." This effectively banned development within 1/4 Mile (0.6 kilometers) of NAS until 1967 when zoning laws changed again, this time allowingresidential developments up to 100 feet (.30 meters), industrial uses up to 3 stories without special permits being granted, and commercial uses up to 50 percent ownership by individuals or firms below $5 million per year . On July 5th 1947 satellite imagery captured Storey AFB airstrip visible from Montebello—this airport would later be renamed Wright–Patterson AFB following America's entry into World War II In 1960 residents voted unanimously in favor of Proposition A which provided for more than doubling the school district's budget through voter referenda each year starting with 1970 dollars instead of current $8 per student . With an increasing number of residents working outside of town due to joblessness during the recession of 2007-2009, development pressures arose that led to problems with water availability and infrastructure; these have continue since then. In recent years there has been effort made by residents to revive downtown businesses which have attracted more attention from developers interested in renovating older buildings into new luxury condos or apartments rather than maintaining them as historic structures; however this strategy faces opposition from those who feel that such investment will increase rents too much while not creating jobs or improving overall community life
