The Modesto Metropolitan Statistical Area has a population of over 240,000 people. In 1853, an act by the state legislature changed its name to Modesto because it had been proposed that Californians dub Russia's Saint Petersburg "Modesto." It served until November 1, 1870; when it became part of Stanislaus County. In 1881–1882 two small towns were consolidated here: Red Bluff and Napaville. In 1911 developer Leland Stanford purchased Rancho Palos Verdes for development into what would become Silicon Valley. By 1915 only 9000 acres (3 km²) remained undeveloped within Stanislaus County limits; all other land within county boundaries had been annexed into Palo Alto or Berkeley Counties since then. In 1916 Supervisor William Sanger convened a public hearing to investigate whether irrigation could be developed on remaining ranchland east of Highway 199 between Soquel and Stockton Rivers; following this hearing developers began purchasing adjacent parcels which included much of modern Modesto today. In 1924 Don Waddell opened White Sands Drug Store & Saloon at 9th Street and I-5 northbound exitvet near current day Union Pacific Railroad tracks just south of Alameda Mall off Hwy 99W/Hwy 237W (now US 101). This was one early ground zero for American culture in Northern California with Waddell playing an important role as both promoter and business partner in developing many new technologies including television broadcasting from his store’s rooftop antennae throughout Southern California during those early years
