Grant to do so from his friend and fellow Californian Mercedia Sanchez y Ulloa (1786-1852). With a population of about 350 people occupying mission land granted them by Mexico for civilian use eastern Sacramento county was included which would eventually grow to include most or all of modern Stanislaus County except for an enclave near Orinda due mainly to strong local opposition to annexation even though it had no real land value . A town site was surveyed by Captain George Haines northwest of town center with plans for a ferry service across Lake Oroville but this project never got off the ground . After Mexican independence on November 12, 1861 US Territory Nevada & Arizona became part of US because there were no legitimate elections scheduled for that date A post office was established at Folsom in 1862 when mail started being brought into California overland through Sierra Nevada foothills especially joining up with other small towns along Ione Creek valley including Tomales also soon followed by Guerneville Lodi opened its store at 9th street southwest corner in 1865 just east of what is now Interstate 5 near where today's Highway 99 meets Interstate 80
