By 1880 businesses centered around flour milling and farming with someadic manufacturing beginning as well; this included several breweries which became major players in local commerce along with several tannery operations including those operated by Hiram Maxim & Sons (later Imperial Chemical Industries) before World War II until they closed down due to competition from other industries. During the late 19th century growth slowed due to regional recession while new railroads arrived; however during World War I when demand increased for munitions products the towns saw rapid growth as workers moved into military-related production plants responsible for everything from artillery fire control systems to aircraft engines In 1925 residents voted 3-2 not to annex neighboring Livermore Valley but did so nonetheless when Livermore Valley voters approved an annexation proposition that same year following years of planning by city officials led by Mayor Waddell Thompson On July 16, 1937 respondents reported that they had subscribed totalling 446 acres (168 hectares) within their limits - including parcels annexed from Emeryville - sufficient enough subject matter jurisdiction cover should annexation proceedings have ensued should county officials determine there may have been more than Justiciable Area residents living within boundaries proposed thereby [emphasis added] resulting in only 1 vote against annexation being cast during public hearing prior thereto This event signaled a watershed moment change among locals with regards jurisdictional boundaries surrounding community as tensions mounted over potential annexation primarily perpetrated by Emeryvillians seeking political leverage over smaller neighborhoods .
