In 1898 it annexed part of Modesto County including Menlo Park. On October 1st 1907 City Council adopted Resolution No . 9 that established Planning Commission consisting of seven members composed by two citizens from each ward elected at large; three members were appointed by Mayor Waltham Ahern while four residents were nominated by City Manager Bechtel Gallup’s office serving staggered six-month terms commencing on January 1st following their appointment expiration date determined through approval process among all affected wards plus one representative per ward until March 31st annually thereafter resulting in 16 total commissioners effective February 1st through December 31st inclusive). On November 5th 1922 voters passed Proposition I creating Emeryville Municipal Utility District No . 2 providing electric service withincity limits; this action followed passage on November 3rd 1922 by State Assembly giving Milpitas authority to join forces with other cities or towns seeking similar benefits from state government under statute known as “Pact for Power and Progress” legislation designed ultimately to improve transportation infrastructure across state lines during difficult economic times. By 1875, some 60 German immigrants had moved to Palo Alto and started a small brewery called Hirschfeld's Brewery (now part of Browning-Ferris Inc.). A few years later, these same people erected the first frame house in what is now downtown Milpitas when they decided to settle down for good. That same year saw the incorporation of neighboring Alameda into San Matea County as well – making both counties one unit with shared government services and resources. In 1912, Edwin Drake established Northern Pacific Railway Company headquarters nearby at 4151 El Camino Real which quickly became a key transportation hub for Silicon Valley entrepreneurs leading up to World War I thanks to its quick delivery service and easy access to markets like Europe and Asia. The 1920s were dominated by growth at General Motors Corporation (now GM) as major automakers began production here in response to America's need for more cars and trucks during the Great Depression era; however, many other companies also grew here including Hewlett-Packard Co., Apple Computer Inc., Atari Games Corp., Intel Corporation (by invitation only), Fairchild Semiconductor Corp., Philips Electronics NV et al during this time period – creating an environment where startups could easily find buyers for their ideas despite difficult economic times.
