The discovery of oil near Fremont in 1901 led to an increase in business activity in Milpitas and Pico Alto that culminated with incorporation of those communities as well on November 3, 1911. Petroleum production ceased within two decades due to technological advances and environmental concerns over spills from new wells drilled adjacent to older ones which contaminated groundwater supplies used for irrigation purposes. However, today there are several large petroleum refineries located within or immediately surrounding Milpitas proper including ChevronTexaco Inc., ExxonMobil Corp., Shell Oil Co., Phillips 66 Inc., Marathon Petroleum Corporation and ConocoPhillips Company among others along with more than thirty small refinery plants throughout Contra Costa County employing some 1 million people directly or indirectly employs in over hundred thousand indirect businesses statewide On January 14th 1951 Congressman Dickstein introduced H.R.(No 2) bill entitled "A Bill To Provide For Better Management Of The Regional Planning Offices And To Establish Funds Therefor" which would have created regional planning organizations similar to those now operating statewide but under congressional jurisdiction specifically within Contra Costa County only It failed out of committee but did make it all the way through the House before being killed off by then Majority Leader McCarthy who said he would introduce it again if elected president Inauguration Day . On February 25th 1951 President Truman signed bill No 4105 titled "An Act To Improve Administration Of Regional Planning Programs And For Other Purposes", effective January 1st following its passage through Congress without amendment Its purpose was identical to that contained in HJR(2) except that funding for these programs was instead appropriated pursuant to Appropriations Acts passed subsequent year such as 1964 (No 6362), 1966 (No 7366), 1970 (No 8221), 1972 (No 8972), 1974 (No 9041), 1976 ( No 9565), 1978 ( No 9788). This money continues to be allocated annually via appropriations acts until this day providing regional planning agencies statewide with necessary resources They currently manage land use plans; transportation plans; zoning regulations; appearance standards; flood control measures; environmental studies related thereto - making sure every aspect associated with community development is considered prioritizing economic growth while ensuring equitable access between different neighborhoods/communities
