Mendota was founded by James Phelan and his wife Catharine on November 12, 1853 as a small station on the Butterfield Overland Mail route. The first post office opened in Mendota on March 3, 1854. In 1870, Mendota became part of the new City of Richmond upon its incorporation into California; however, it reverted to its original name after annexation by Contra Costa County in 1898. The city has been known for its agricultural products such as wine grapes and apples since before Californio settlement began in the area in the 1840s. The first winery in Mendota opened in 1860 and continues to produce quality wines today under the name Chateau de la Chapelle Vineyards & Winery ().
