In 1865 Juan José Fernández Urtubey discovered oil reserves near present-day Tijuana Municipality; however, no oil production took place until 1978 when Petróleos Mexicanos became involved in exploration and production throughout southern Mexico through joint venture with Texaco Inc.; this led to increased investment from foreign investors in general and American companies such as ChevronTexaco among others who built wells within blocks allocated by Congress specifically for these purposes The arrival of U.S troops during World War II brought new life to Martinez; they created stores, employment opportunities for locals, erected dwellings including churches and schoolsand began construction of military facilities such as an airfield (). After liberation from Japan following World War II most businesses closed due to lack of available customers but restarted under Post-war conditions when there were more Americans living nearby .
