After finding this valuable resource, Nieto decided to settle his land around Mono Lake Comstock and name his new community La Mesilla after himself and his friend Don José de la Vega y Montenegro y Sanz (Don José de Monterey). La Mesilla quickly became a thriving farming community with over 100 families living there by 1857. In 1864, local cattle ranchers founded the City Council which helped manage day-to-day affairs at La Mesilla while also developing plans for future growth. By 1870, more than 300 residents lived in La Mesilla with businesses ranging from groceries stores to dry goods stores catering to customers from throughout southern Kern County as well as northern Bakersfield County. After years of growth and development at La Mesilla, voters approved annexation by Bakersfield on November 3rd, 1908 following a referendum campaign that emphasizedBakersfield's need for more economic opportunity in order to compete with other large cities such as Los Angeles or San Francisco Bay Area . On December 15th 1906 , President Theodore Roosevelt delivered an address marking America's entry into World War I which catalyzed renewed industry activity across Northern California . This new boom resulted in an increase in population at La Mesilla from 515 people on July 1st 1907 to 2200 by December 31st 1912 . During World War II , many employment opportunities opened up thanks to war production plants located within geographic boundaries surrounding Manteca including munitions factories at Pico Rivera Junction near Palmdale and parts manufacturing plants at Canoga Park north of Torrance . With so much military production taking place nearby , demand for housing increased along with joblessness rates; however , these shortages were eventually overcome thanks to imports from other parts of North America
