Manteca's urban growth has led to suburban sprawl and an increase in traffic congestion on Interstate 680 and other major arterial roads throughout its boundaries. Manteca first became settled by European Americans in 1847 when Elisha Krieger moved from Ohio to what is now Manteca with his family. Settlers built log cabins and began farming land around what is now downtown Manteca. In 1858, John Sutter discovered gold near Manteca and started Kearny Springs Industrial Camp to exploit the gold sites nearby. In 1860, ranches were established east of downtown; these included Rancho Los Nietos which later became part of Rancho Santa Clara de las Pulgas. The discovery of oil fields nearby led to increased development around Manteca as businesses sprang up foroilfield exploitation including Refinery 1 on First Street which opened in 1923 and produced gasoline for local automobiles until it closed in 1984; Refinery 2 (later renamed Chevron) on Euclid Avenue which opened in 1927 also produced gasoline for local autos until it closed in 1984; and finally Refinery 3 (later renamed Tesoro) on Harrison Avenue which opened in 1955 also produced gasoline for local autos until it closed in 1984). This production caused heavy traffic congestion on I-680 throughout much of southeastern Contra Costa County due to demand for fuel products from these refineries as well as other industrial users located along I-680 north of Manteca such as Alameda Point Lighthouse Manufacturing Company (now known as US Power), Kaiser Aluminum Company, Eastern Pacific Railroad, Radiator Corporation, Southern Pacific Railroad etc.; all of whom used the main road through town to reach their destinations outside of town during peak hours. In response to this traffic situation, engineers developed a plan called "The Beltway" which aimed to reduce travel time between I-580 southbound and I-680 northbound by creating a bypass around downtown that would use Interstate 580 eastbound instead of following old Turnpike Road into town center; this bypass was completed off-road beginning May 1, 1990 replacing portions of Old Turnpike Road with new surface streets leading directly into downtown where mainline I-680 intersected New Highway 575/I-880 providing an additional two minutes travel time between those two points instead of travelling via older Routes 66/Walking Street out toward Antioch before turning northeast onto Old Highway 575 past Antioch then rejoining I-480 just past milepost 907 southeast of town before returning southwest back into town center towards I-580 original route
