The first European to visit Manteca was Juan Bautista de Anza who stopped there on his way from San Francisco to Mexico City on November 17, 1769. In 1824, Don Carlos Manuel Fernández y Vargas established a grant of Rancho San Pablo in what is now Manteca. In 1846, when it became part of Mexico, much of Rancho Santa Ana reverted to American control as did much of Rancho San Pablo including the towns of Manteca and Pembroke which then became incorporated into Manteca Township in 1865. Manteca's post office opened on December 12, 1866 under name Welch Springs after Major General George Witherspoon Welch (1786-1868), United States Army Corpsof Engineers officer commanding Ulysses S. Grant’s army during the Mexican-American War who had served with distinction at Palo Alto and Veracruz before joining Grant’s general staff as Deputy Inspector General for Military Affairs February 1st through May 6th 1865 while also serving as inspector general for Indian affairs throughout most of 1865-66; he returned to duty October 9th through November 3rd 1870 when he assumed command of Brigade Fourteenth Infantry Regiment Kansas Volunteers during the Winter Campaign against Tecumseh Indians at Washita River between Fort Riley and Topeka where his Regiment participated in repelling an attack by 20 hostile Sioux led by Chief Red Cloud making him one of only four officers killed or mortally wounded during that campaign On July 15th 1898 President William McKinley signed Proclamation No. 1087 designating portions adjacent to Antelope Valley eastward extending southward along US Route 66 as portion Of Soil & Water Conservation District Of California Along With The Town Of Mojave And Other Areas Which Had Been Settled By Mexican Americans Prior To That Time They Were Calls The “Badlands National Monument” Today These Lands Are Known As The Pantepec National Wildlife Refuge And Area Does Not Include What Is Now Municipal Limits Of Manteca And Its Vicinity Rancho Adobe Chapel Missionary Baptist Church was built in 1915 across from present day Interstate 5/State Route 99 (now known as I-5) exit 4A near what is now Old West Elementary School; current site includes large property remnant from original ranches . . .In 1955 John Fenton founded Fenton Manufacturing Company which operated a foundry that manufactured cast iron farm tractors until 1960 when production moved outside agricultural use to produce aluminum cans until 1984 when it closed down due to economic conditions A school opened here in 1927 called Starr Intermediate School but later changed its name to Hope Christian Academy which merged with Monterey Peninsula Unified School District #123 in 1954 and became Hope High School which burned down on September 27th 1966 and reopened November 3rd 1967 named after Mrs. Genevieve Hoffman Geisel who donated $10K towards rebuild Municipal limits were set off from rest of township so that all land within city limits would become public domain following statehood (and subsequent sale) while private land within city limits remained privately owned

These include: The American Legion Post #1 (1871), The Methodist Episcopal Church (1875), The Masonic Lodge No. 1 & 2 (1879), The Baptist Church (1880), The First National Bank (1901), and The Cantonment Board School District No. 2 (1910). In 1915, Mayor John Denton established Manteca's first library which served the community until 1951 when it was moved to San Luis Obispo County Library System headquarters in downtown San Luis Obispo . In 1940, Mayor Harry Bichard established a fire department that still serves today . In 1949, Municipal Court Judge Wm Fenton set up an election machine for local elections which allowed residents to voice their opinions on city ordinances without having to go through City Hall . In 1964, Mayor Julius Weinreb established a wastewater treatment plant which continues to serve Manteca today
