The first expansion of the Manhattan Beach, California shoreline was in 1907 when the city of Huntington Beach hired a dredging company to improve and widen an opening at the mouth of San Pedro Bay. The company built a wharf, dockyards and other facilities on what is now known as Point Loma Boulevard. In 1916, the city also purchased land from John D. Rockefeller's Standard Oil Company for $2 million to create Harbor Boulevard. In 1935, the city leased part of Point Loma Boulevard from Harkness Marine Corporation for use as a public parking lot. In 1957, the city developed Harbor Boulevard into an expressway which ran parallel to Pacific Coast Highway between downtown Los Angeles and Point Loma Boulevard. In 1959-1960, construction began on what is now known as Manhattan Beach Pier which was later renamed Pier 39 after then-Mayor Ralph J. Mossman. The pier was completed in 1962 and became one of the most popular tourist destinations in town.

The first Europeans to visit what is now Manhattan Beach were sailors from Spain's Vera Cruz expedition in 1542 who named it after their hometown of Manrique de la Mora on the Strait of Gibraltar. On September 10, 1849, two days after Commodore John Sloat's USS Constitution sailed into Monterey Bay from Mexico City with 102 American sailors aboard for a three-year exploration of North America under Admiral James K. Polk's auspices, Spanish sailor Adm. José Joaquín Balboa discovered land that would later become Los Angeles County; he called it "La Isla del Gran Capitan" (the Isle of The Great Captain). In 1853, Englishman Augustus Earle mapped parts of present-day Ventura County while working as an agent for gold miner David Hogg in Colusa River country; he called this part of La Cañada Vieja (Old Town) because many early settlers had built their homes thereabouts before moving to more inland areas. In 1870s a group of businessmen led by petroleum tycoon John Dillingham purchased land east of downtown Los Angeles and began developing it into what is now known as Downtown LA; they renamed it Manhattan Beach because they wanted people living near them not just knowing about Hollywood but also being able to explore it themselves by walking or driving out there. As development went on in Downtown LA businesses got closer and closer to each other until one could be heard pounding on Building #2 at Fifth Street & Western Avenue in 1922 when developer Harry Chandler opened his noisy new movie theater which quickly became known as The Roxy Cinema Chain
