In 1893, Olmsted created NRHP (Nature Conservancy - National Recreation Area) with 63 square miles of coastline extending from Carlsbad Caverns to Point Loma and included much of what is now Downtown Manhattan Beach. The beach became one of NRHP’s main objectives;nrhp began protection efforts in response to coastal erosion beginning in the late 19th century due to development around Point Loma/Downtown Manhattan Beach combined with increased automobile use which caused waves crashing onto shoreline dune complexesills eroding into soft sand below tide line creating marshy areas 1-5 feet deep where salt water pooled during low tide exposing brackish water depths up to 10 feet deep at high tide). In 1934, Mayor Norman Bethune recommended developing a seashore park adjacent to Downtown Manhattan Beach because he felt it would help improve public health by reducing exposure to disease vectors such as mosquitoes that could spread malaria or other infections among residents living near the ocean shorelines. Plans for a beach park were never realized until after World War II when Coastal Development Authority planners decided that only undeveloped beaches should be developed because there was potential for housing and businesses along waterfront streetside properties facing inland waters outside city limits
