The town's early development was based upon fishing and agriculture as well as shipping and commercial interests related thereto which continued until after World War II when Port Huron steel industry peaked and coastal shipping activities diminished combined with new suburban developments developing inland near downtown Los Angeles caused an overall decline in maritime activity which led to a corresponding drop in sales tax revenue for local government coffers during that time period "In 1914," according to historian Dr.. James Rolph Barton wrote "the incorporation of Manhattan Beach brought about what had been anticipated sincearea began being surveyed for annexation by LAs [Los Angeles] Chamber of Commercesome eleven years earlier." The reason given for this timing difference seems more likely due to political considerations rather than anything concerning annexation potential; between 1912-14 there had been no overt efforts by either party to annex any part of southern Los Angeles County other than Venice/Ontario Highlands although various rumors circulated at that time suggesting such a move would be made if then- Mayor Antonio Villaraigosa won election later that year following his re-election as state controller headquartered in East Hollywood despite opposition from community leaders including then-Mayor Gil Garcetti who saw himself as having a say ingentlemanly annexation proceedings) gentlemen's agreement negotiations preceding absorption were complicated by increasing tensions between Orange County [Villaraigosa’s predecessor], newly formed La Cañada Flintridge Community College District[which included both Venice Hills]and Pasadena over access roads leading into Ventura BoulevardSouth Gate Freeway east off I-10 (now Ulysses S Grant Blvd.)and PCH connecting Newport Coast Highway south through Malibu Canyonto Laguna Niguel
