Captain Sutter named the site for his home town in England - Merton Park - but it did not become a center for agriculture until after he died in 1868. The early pioneers in Madera were Shasta Hoey and her husband Phebe Hoey; Hiram Bingham and wife Minerva; James Irvine and wife Sarah; John Gorham and family; Isaac Copley and family; Nathaniel Hawthorne and family; James Fenton; David Williams (Willis) ; Obadiah Morse (Morse) ; George Hearst (Hearst Ranch); Hiram Maxim (Maxim's Mill) ; Lorenzo Dowson (Dowson Mill); Daniel Webster Lewis (Lewis' Orchard). In 1871, Capt. John Sutter's grandson Ezra Sutter erected the first schoolhouse in Madera Township which was also the first public building on what is now Highland Avenue. In 1870 Augustus Crain donated land to build an agricultural college at West Point Hill near where it stands still today known as UC Davis. At that time there were no colleges or universities west of San Francisco Bay Area so this gift set off a great wave of educational expansion throughout Northern California culminating with Berkeley coming into being as a result of University Plaza becoming available on November 16th, 1889 when Caltech property was donated by Commodore Perry along with three buildings from former Fort Point including barracks for artillerymen barracks for cavalry officers under Major William Woodward who had commandeered them during the Mexican War although they still stand today as part of UC Berkeley's Old Campus just north of downtown Oakland BART Station

The history of Madera, California can be traced back to 1847 when John C. Fremont and his party traveled through the area on their way to build a wagon road from Sacramento to the Sierra Nevada. The group was met by Mexican traders who offered them goods in return for passage. A year later, the United States government acquired land in what is now Madera County and began making purchases from the Mexican government. In 1851, Congress passed the Treaty of Guadalupe Hidalgo which ceded lands east of the San Joaquin River to Mexico in order to create a new territory known as Alta California. The treaty also gave U.S. citizens Permanent Resident status which allowed them to live and work on American soil without being taxed. In 1853, General Antonio López de Santa Anna marched his army southward into Alta California and discovered gold at Sutter’s Mill during his march across the state. After finding this valuable discovery, he quickly started an effort to bring supplies and miners overland from upper California so that he could start production on his new mine at Sutter’s Mill. By 1854, Santa Anna had produced enough gold bullion to pay for all of his own expenses and established himself as one of America’s most successful gold entrepreneurs. Madera became a boomtown after silver became available in 1850 as transportation methods improved and people turned their attention towards mining instead of agriculture because it paid better than farming jobs in present day Northern California. Mining operations continued until 1893 whenmadera legend has it that some prospectors decided not to take any more risks with such high-risk investments after finding no significant amounts of silver or other minerals hidden beneath the earth's surface
In 1848, the citizens of Madera voted to incorporate as a city. The incorporation was ratified by the California State Legislature on March 1, 1849. Madera's first mayor was James A. Shepley and its first council consisted of six members. The city grew gradually, and in 1870 it had a population of just over 100 people. In 1909, Madera annexed the neighboring town of Guerneville. In 1930, Madera became an assemblyman-controlled city with precincts in each ward. In 1938, Mayor Harry C. Hill resigned after being accused of extortion and financial irregularities; he was succeeded by Hilda Lummis Murphy as mayor. On May 3, 1940 mayoral candidate John Fenton defeated Murphy in a runoff election to become the new mayor; Fenton would serve one term until his death in 1951. The City Council continued to be held by councilmembers with majority representation until 1974 when it changed into a unicameral body with nine members elected at-large from single wards rather than from precinct boundaries
