On November 1,1986 Lynwood police officer Kenneth W. Kipperman used a Taser on an unarmed man in the parking lot of the local Safeway. The man had been stopped for no crime and was being held by officers for questioning. The man's family members intervened and began to chant "You're going down!" as the Taser was fired. The man was transported to a local hospital with non-life threatening injuries.
