It is located on the eastern edge of the City of Industry and Cooks Valley, nestled between two mountains: Mt. Hope and Mt. Wilson. The first Europeans to visit Lynwood were Spanish traders who followed Terra Santa upslope from present-day Chico in 1821. The town was named for General José Joaquín de la Hoz y Costilla, second governor of Mexico during the Mexican Revolution who fought against Francisco Villa and his forces at Cerro Gordo on December 3, 1846. At its peak in 1890, Lynwood had a population of 90 people; however it declined rapidly with only 24 residents remaining by 1910 due to commercial development and annexation by neighboring cities such as Downey and Norwalk. In 1957, Lynwood voters passed an ordinance establishing a city police department with jurisdiction over all unincorporated areas within city limits which included portions of Downey and Norwalk annexed into the city Limits Park District (later renamed Community College District) since they were unable or unwilling to provide services within their own borders without having their streets impassable or without taxation issues associated with it (i.e., annexation). In 1968, Mayor Tom Bradley declared that Lynnwood would be annexing downrange communities until they agreed to provide certain services, including fire protection; this led to some friction between Mayor Bradley and Councilmember Bob Baldwin who wanted more control over what Annexed Communities could do outside of school hours while also wanting tax breaks for their own community businesses which occurred through annexation agreements made by both City Councilmember Baldwin and Mayor Bradley until he was impeached in 1992 after admitting guilt for lying about misuse of funds during his time as mayor). In recent years there have been efforts made by some members on the council to re-evaluate annexations as well as negotiations being had between North Hollywood Chamber of Commerce president Rick Vargas along with representatives from other annexed communities such as Hawthorne Village/Winnetka Village in order try to get back closer access to local resources that are currently missing from those areas when compared to when they were annexed into town limits
Lynwood was founded in 1887 by John S. Clements and his wife, Lillie. It became a city in 1916 and was incorporated as a city on November 3, 1916. The population of Lynwood increased from 4,812 in 1920 to 21,362 in 1940.
