It is located on the banks of the Kern River and is part of the Bakersfield metropolitan area. Los Banos has been inhabited for over 10,000 years. In 1849 it became part of Mexican territory when Bear Valley was ceded to Mexico as part of the Treaty of Guadalupe Hidalgo. The first Anglo settlement in Los Banos was made in 1853 by John Cushing and his brother-in-law Peter Collier from San Francisco as an agricultural community named "Banning." In 1886, General Jesse James raided American travelers traveling along the river between Bakersfield and Tulare counties while they were on their way to visit Sonora and Chihuahua. On July 12th General James' posse captured several Americans including Captains George Ahern (a member of US Volunteers) and William Whitehurst near what is now known as Adobe Walls. This event led to increased vigilance along the river by both Ulysses S Grant's army and local law enforcement officials who used it as an opportunity to recruit more officers for their nascent county sheriff's office which had been established just a few months earlier. By 1890 Los Banos had become one of Southern California's most important commercial centers due to its location near Route 66 which led northward through Kern County until reaching Sacramento about 100 miles (160 km) east. The construction of Interstate 40 in 1957 caused a major change in economic development within southern Kern County with sprawling new subdivisions springing up all around downtown Los Banos despite warnings from city planners that this would do little but decrease property values within downtown areas while creating vast tracts of rural land unavailable for development or use because of lack of access roadways or water availability. Despite this negative impact on downtown LA banos residents voted overwhelmingly in favor annexation by Bakersfield effective January 1st 1958 resulting in greater job opportunities for those residing outside Downtown LA although retail stores continued to be open inside City Hall until 1990 when they closed along with other government buildings due to budget constraints following passage of Proposition 13 which regulated statewide zoning laws
