Los Altos was founded in 1887 by Captain Hiram Stevens and his wife, Lillie. In 1951, Los Altos voters approved Measure A, which created the University Park district. This area included much of downtown Los Altos as well as many residential neighborhoods around North Avenue and West Road. In 1982, Measure B was passed to annex areas adjacent to South San Francisco State College in order to house that college's massive student body and its associated buildings. The annexation involved the demolition of several homes in nearby Palo Alto.
