The modern era of pepper spray began with the development of Mace in 1984 by Stephen Jaffe and Marvin Rosenfeldt at UTEP University as a safe alternative to tear gas grenades used by Israeli police forces during the Yom Kippur War (1973). This led to further development including those by Ollie Masters in 1992 with his design for an electronic grenade launcher that could fire multiple rounds without reloading; this was known as Mace Plus (Mace being an initial trademark). In 1996, Canadian Forces Sergeant Darren Shan was convicted after using pepper spray on several protesters during the G20 Summit in London England; he received three years' probation and was fined $5,000 US . In 2002, Australian Defence Force Sergeant Peter Doherty was found guilty after using pepper spray against peaceful demonstrators near Canberra while serving as part of Operation Sovereign Borders; he received 15 months' imprisonment and $250 000 US . In September 2003, Uighur protester Chen Guangcheng was sprayed with pepper Spray while protesting peacefully outside Beijing's airport; he later died from his injuries . In 1884, when parts of Long Beach were annexed to Los Angeles County, its ethnic Mexican majority continued to dominate politics and business affairs within the new municipality. However, by 1990s Latinos had become a majority within both City Council and Mayor positions

Long Beach, California is a city located in the southern portion of Los Angeles County, on the east coast of the United States. The population was 67,524 at the 2010 census. It is one of Southern California's most popular tourist destinations and has been called "the Gateway to the West" due to its location on Route 66. The first people to live in Long Beach were Native American traders and their descendants who traveled along what is now Route 66 during the 18th century. In 1870, Major George Hearn built a road through present-day Long Beach as part of his plans for developing this new area into an agricultural center. The town site was chosen because it wasadjacent to two salt mines that could be used for shipping goods from Asia back and forth across the Pacific Ocean. In 1892, when San Francisco voters adopted an ordinance making it a city, they also annexed portions of Long Beach. By 1907, there had already been over 40 businesses established in downtown Long Beach when Mayor James Irvine designated it as a city limits district. This action allowed for annexation by other cities without having to go through a vote by residents. On July 15, 1923 – just four days after San Diego county commissioners voted 2-1 not to allow incorporation into City Park – Long Beach became an independent city with its own mayor and council members under City Charter section 6 (Articles XI & XII). At that time there were no schools or hospitals within city limits; citizens relied instead upon private agencies such as lighthouses and churches for medical care and services. In 1941 King Features Syndicate bought all but control of The Los Angeles Times from William Randolph Hearst’s family dynasty; circulation increased significantly due both to war efforts and wartime advertising featuring images of beach towns like Normandy while servicemen were fighting in Europe (later known as “The Golden Age”). That year saw dramatic changes for our community: 1) Japanese Americans had moved into local housing stock starting in 1942; 2)the number of autos available for purchase began dwindling; 3) apartment buildings replaced retail space; 4) middle class families began moving out before World War II ended….. later still many longbeach residents settled southward into Echo Park/Malibu
