The area that would become Lomita was first inhabited by Tongva people who lived near what is now Interstate 5 and State Route 83. In 1853, Mexican land grants were made available for settlement in this area. A group of farmers led by John Sutter came upriver from Sacramento in 1857 and founded Sutter's Mill on present-day State Route 82 about midway between Lomita and Arcadia. In 1861, Lomita became part of Pasadena when Pasadena was established as an independent town under Mexican rule. The following year saw the opening of Los Angeles Electric Railway (LALR) which connected downtown Los Angeles with Sepulveda Boulevard in South Pasadena. In 1871, parts of Loma Linda Heights were annexed into Pasadena while other portions became part of Orange County. In 1901, many Japanese Americans were interned during World War II at Angel Island Naval Air Station in San Francisco Bay Area before being transported Manila-bound on USS "Tinian" (APA-193) to Japan on 9 May 1942. Most participated as laborers or craftsmen; a few soldiers also served onboard shipmates as 1st Marines ashore there during World War II until their unit sailed back home aboard USS "Puyallup" (CVN-22) after hostilities ended on 15 September 1945.. On 15 November 1953 voters approved Measure J creating City Council Districts 1 through 4 including areas now within Measure J's boundaries: easternmost corner of Riverside Avenue eastward to Harbor Boulevard; westernmost corner of Covina Boulevard northward to Bunker Hill Avenue; southern most corner of Pico Rivera Boulevard eastward to Ventura Drive; northwestern most corner of Santa Anita Avenue northeastward along Ventura Drive towards Malibu coast (); Measure K extended annexation limits one block northwest from those shown above except for blocks between Puente Street and Topanga Canyon Boulevard - thus making it possible for residents inside Measure J's boundaries but outside its annexations to vote on future annexation requests within that same boundaries...
