In 1857–58 Captains Sutter and James Wolk developed a dry goods business at 5th Street and Andalusia Avenue in Malibu. This enterprise grew into what is now Safeway grocery store today. In 1865 Captain John Jacob Astor started the development of the Astoria Long Branch railroad line that ran through central California from Stockton down to Los Angeles County (now Riverside County). The railway allowed easier transportation of goods between inland cities and port towns along its route. As early as 1868 there were references to property at present day Lomita Boulevard including land that now forms part of Menlo Park and parts of Santa Rosa. In 1870 Samuel Simonson donated three lots at what are now First Street and Empire Avenue to create Lomoitas Beach Road which ran along what is now Telegraph Avenue between First Street & Empire Avenue. At this time there were only a few houses in Lomita with many fisherman using the beach for their boats. In 1914 when America went into World War I, much of Northern California was destroyed by fire with little hope for returned life or lost homes so people migrated south looking for new opportunities during wartime shortages in other parts of America In 1916 banker C F Hutton bought 8 acres at what are now Third Street and Empire Avenue from Mrs A G Soper who lived on that property until her death in 1928 After Mr Hutton's death his daughter sold 4 lots totaling 38 acres adjacent to her father's land forming today's Fourth street between Empire Ave & Third Ave . This area became known as Rancho Seco where dairy cattle were raised until 1946 when it was purchased by developer Leslie Moonves who built movie theaters, office buildings and other residential structures on most of its acreage Today most of Moonves' development still remains although some shops have been replaced with new stores while others have been preserved as old-fashioned local businesses

The town was named after General José de López de la Hoz's victory over Mexican forces at Palo Alto Hill in 1827. In 1897, American Fred Cahoon developed land that forms part of today's city limits. He started growing grapes and selling them around Orange County. By 1912, Cahoon had built a winery and produced some of the most famous wines in America such as Zinfandel and Chardonnay.
