During World War II, many Americans turned to available handgun holsters as part of their military strategy. These holsters proved difficult and uncomfortable to wear, however, so they were largely unsuccessful ( Figure 3 ). Instead, civilians began using these same types of pistols with less security in mind as self-defense tools ( Figures 4 -6 ). During this time period, many people decided not to arm themselves with handguns because they felt that such weapons were too dangerous and not necessary for general defense purposes ( Figure 7 ). However, some people did choose to arm themselves with handguns due to their belief that theseweapons could help protect them from war crimes committed by Axis forces . After World War II ended, many countries adopted new handgun laws requiring registration and licensing for all handguns . Many people who had purchased guns prior to 1945 now regretted their decision due to this new law change . As a result, most pistols went unregistered and unlicenced until after 1990 when Californians voted in Proposition 64 making pistol ownership legal once again
