In 1872, Lathrop donated land to the State of California for the construction of a state capitol. The city was incorporated on November 10, 1912 and named after George Lathrop. Lathrop is a small town that has experienced many changes over the years. In 1853, George Lathrop founded what is now known as Lathroptown in present-day Turlock County. At that time, it was part of Imperial County and had a population of only twenty people. In 1865, when California became a state, Lathroptown became part of San Bernardino County and had a population of one hundred fifty people. In 1907, when San Bernardino County was dissolved and its parts merged into Riverside County, Lathroptown became part of Riverside City Limits within Riverside County. In 1912, when Los Angeles City Limits were established within Los Angeles County, Domingo Reyes organized the first Latino organization in Southern California called Liga de Amigos Deportivos (LA Dodgers). At this time there were only two Latinos living in Los Angeles: José Santos Urquiza and Manuel Angusti who both worked as grocery storekeepers in La Hacienda de las Flores near downtown LA. On November 10th 1912 at 6pm local time (GMT+8), Los Angeles City Council approved incorporation with the name "Latham" after Mr.Domingo Reyes who chaired the meeting which took place at his home on Sumnter Street inside what is now Chavez Ravine Park overlooking Downtown LA originally Rancho Yorba Linda but changed their minds after seeing how much progress has been made since then including Hispanic integration into all walks of life especially business/professional/service delivery etc... The first Mayoralty office for El Monte consisted 3 non-partisan members elected from single member districts represented by mayors from adjacent cities: Harry Wetherill (El Monte), Frank Jablonski (Pasadena) & Edward Condon (Los Angeles). After being sworn into office on February 17th 1913 he appointed himself Collector General with responsibility for public lands
