Larkspur is a town in Los Angeles County, California. The population was 17,561 at the 2010 census. Larkspur is located on the east side of the San Fernando Valley and is bounded by Interstate 5 to the north, Mulholland Drive to the west, Santa Monica Boulevard to the south, and Menlo Park Boulevard to the east. The town was founded in 1887 as an agricultural center for citrus fruit production on what are now eastern Ventura County hills. Today Larkspur is a bedroom community for Los Angeles and its metropolitan area. It has a rich history dating back to when it was one of eight communities in Southern California chosen as part of a land grant from Governor Manuel Nieto in 1887. The first settlers arrived in 1887 with intentions of establishing themselves as farmers. However, they quickly realized that they needed more than just land to build their homes; they also needed water access and transportation options. So they began looking for ways to get around central Los Angeles and establish themselves as independent towns. In 1889 they formed the Larkspur Irrigation District which became one of many irrigation districts throughout southern California during this time period. The district's primary purpose was providing water for agriculture but it also served as a meeting place for local merchants and acted as an early test ground for new technologies such as electricity and telephone service. In 1907 Larkspur became an incorporated city with its own government under Mayor Waddell Copley (1871-1947). At that time it had over 24 miles of radial streetlights, two hospitals (Emmett Hospital 1915-1997) along with schools (Harmony High School 1893-1993), libraries (Larkspur Public Library 1916-present), businesses (The Koffee House 1906-present), post office (1893), fire department (1890) and police department (1892). That same year saw growth in commercial activity thanks to several large businesses opening up including J & P Cleaners where Cyrus Stelzner started his first cleaning business; Western Electric Company; Life Insurance Company; Henry Ford’s Dearborn Automotive Plant; Jardine Rubber & Plastic Products Co.; Empire Oil Refinery; Brown Shoe Manufacturing Co.; Fritsch Glass Factory; National Guard Armory #4 erected 1924 In 1929 Larkspur merged with neighboring cities Simi Valley, Carpinteria and North Hollywood forming City Of North Hollywood which still exists today although some portions have been annexed into other municipalities During World War II Larkspur was known primarily for its rubber production which led to increased manufacturing activity afterwards within North Hollywood until automotive production moved there too after WWII After World War II changes took place within American society including suburbanization leading to shrinking populations within cities while growing populations outside of cities necessary for economic development took place throughout these years often resulting in displacement or loss of native residents
