In 1895, Larkspur was founded by Captain John F. Hennessey and his wife as a small town in the San Joaquin Valley. A year later, the town changed its name to Larkspur because of the abundant sagebrush in the area. In 1903, Larkspur became an unincorporated community and in 1905, it became a city with a population of 100. The first city council was elected in 1907 and held its first meeting on October 15th. The new city hall was built on Commercial Street and served as the municipal center for Larkspur until 1925 when it was moved to what is now City Hall Park. From 1907-1925, Larkspur had two mayors who were both elected at-large with no term limits. One mayor during this time, Clifford Ransom also served as Mayor pro tempore from 1915-1916. In 1925, after several years of growth and progress within the city, Larkspur merged with Ceres to form one unified municipality with a population of over 1,000 people. At this time, Mayor Harry Waugh served as acting mayor while City Council met to consider ordinances that would change or update many aspects of municipal government including fire protection and zoning regulations which would impact the growth of downtown businesses which were then still struggling to keep up with increased housing prices throughout much of California at that time
Larkspur is a small town in Kern County, California, United States. The population was 3,691 at the 2010 census. It is part of the Porterville–Ontario area and lies on the San Joaquin River. Larkspur was founded in 1877 by Jens Christian Larkin and his wife Anna Maria Aiken as a wagon stop on the route from Stockton to Merced. In 1898, Larkin donated land for a public school which became known as Lark's Point School District #2 (later renamed Kern Valley Unified School District). In 1906, after World War I ended, Larkin donated $10,000 to build an American Legion post at Larkspur. The post served as the town's social center until it closed in 1974. Today there are only two pieces of infrastructure left from when Larkspur had over 100 homes: a community hall and a cemetery that were both built in the early 1960s by developer Don Kappes. Today, much of what made up Larkspur have been destroyed or replaced by other settlements within Kern County or elsewhere in California; however its history remains intact including its namesake lark tree which can still be seen near Main Street (). The economy of Larkspur has historically been based on agriculture with some light manufacturing operations but most residents now work locally or within commuting distance through nearby Porterville and Ontario townships. There are several restaurants and services located around town that catering to local cuisine and interests such as golfing and swimming have all become popular tourist attractions over recent years.
