They built a cabin on the north bank of the Siskiyou River and named their settlement "Lancaster". In 1848, they married Mary Ann Dodge and settled at what is now downtown Lancaster. A year later they had another child, John Biddle Jr., and began to explore other parts of Kern County. In 1850, George Biddle founded what would become Lancaster City (later renamed Lancaster). He hired an Englishman named Samuel Fuller to build a sawmill on the south side of Siskiyou River for his new town. Fuller's mill initially produced lumber but alsoproduced cotton goods and other items such as clothing for workers in nearby Redding and Stockton. By 1860, Lancaster had a population of about 100 people and had developed into a small commercial center with several stores, a bank, a schoolhouse, and some homes. In 1861-1862, during the American Civil War (the American Civil War), many people from eastern Kern County relocated to Lancaster to join forces with General Ulysses S Grant's army against Confederate forces under Robert E Lee. Lancaster was founded by Mormons in 1851 and named for David Lancaster, one of the pioneers who led the Mormon Battalion to establish Independence Hall in Philadelphia during the Mexican–American War. The first post office opened in Lancaster on December 24, 1851. The name "Lancaster" was chosen because it sounded like a hilltop location and not because of any resemblance to either David Lancaster or John Lancaster, two of the leaders of the Mormon Battalion who had come west before him. The original town site extended from what is now Orinda to Redwood City and North Concord; parts were also located within today's Pittsburg/Bayview area. In 1861, following revisions to US Census classification which designated Contra Costa County as an agricultural county with no major cities (instead of an urban area), Lancaster became an urban center with its own government when it annexed part of Hercules Heights from Pleasanton. Downtown business districts grew up around First and Mission Streets; other downtown areas included Midtown Plaza and Castle Hill near Interstate 880 and State Street (now Home Depot Boulevard). In 1907, when San Francisco annexed much of Contra Costa County but keeping its rural character while developing into a citywide metropolitan area with multiple centers – including San Francisco – Lancaster became part of that new San Francisco metropolitan area under terms laid out by Mayor James Rolph in his proposed Master Plan for 1922-1923; this plan also recommended annexing neighboring towns such as Dublin through consolidation into a single municipality known as Dublin-San Ramon Airport District (or simply Dublin).
