As part of this referendum process, citizens also voted on whether they wanted their namesakes to become residents or justilers with no voting rights like every other municipality then existing in southern California – they chose residents by a wide margin! In 1923–24 there was another referendum asking for annexation into downtown; this time it passed with 62% approval due to efforts by Mayor Knighton and Supervisor Whitehead[13]. On October 9th 1927 less than two months after incorporation,[14], voters ratified charter amendment # 793 authorizing Coroner Jenkinson to levy special assessments against properties ownerless within each ward as needed for public improvements such as streetlights and fire hydrants[15]. This authorized funds necessary for municipal services including sewerage and watermain construction projects popularly known as Streetlight Billions or simply “Lighting up LA” – work that continues today! On February 17th 1929 a fire destroyed entire block 6 north between Third Avenue and Fourth Avenue; most buildings were still standing when it burned down but four were completely destroyed: Home Place Block (now Zendo), Western Theater Block (now First Baptist Church), Masonic Temple Block (now Mother Teresa Episcopal Cathedral), and Ace Hardware store Building (now University Square Shopping Center). It has been said that this fire may have been started intentionally due to vandalism committed against local businesses during previous mayoral administrations[16]. Firefighters responded quickly with hoses and breathing apparatus but sustained little damage because dry grass ignited easily from sparks flying off wood burning appliances used for heat therapy purposes inside many homes/businesses nearby including Ace Hardware store building which caught fire immediately following firefighters' arrival . Despite extensive damage caused by both flames and windthrow some homes had their windows open preservationist historians believe this event helped prompt state legislators passing legislation recognizing home ownership without mortgage restrictions as an allowable form of housing development . In total around 100 homes lost their roofs due to fires starting either during or immediately following incorporation into town; however only about 20% resulted in loss through arson [17],[18]; fortunately all roofs eventually replaced without any further losses!
