The city has undertaken several ambitious projects over the years: The first big one being the construction of Mission Valley Parkway which connected Lakewood to Mission Hills to the south and east while also providing new access to I-10 northbound from east Mesa Road; this project was finished in 1987 and now forms one side of Route 66 adjacent to Interstate 15 Business Loop. The second big project was building an expressway through town that would have run northeasterly from State Avenue/Market Street past Elmira Drive into Encinitas before terminating at I-5 just west of Encinitas International Airport; this expressway never went beyond development planning stages but remains largely visible today as various arterial roads arterially parallel State Avenue/Market Street within walking distance or short drives away from many homes

At that time there were only two families living within the limits established for the new town: John Sutter and his wife Mary Jane Sutter; Captain George A. Wright; James Fenton; Charles Waddell; William Bowers; and David Hildebrandt . Municipal services were initially provided by private individuals until 1870 when local government became a municipalidad through Act No. 9 of March 4th, 1870 . On July 15th 1907 "the incorporation ordinance establishing city Limits" was filed with the Recorder-Gazette office which defined boundaries for what is now known as downtown Lakewood including present day Fifth Avenue South between First Street West & Second Street East On November 2nd 1907 City Council voted 5-2 to annex unincorporated areas lying northwestward extending along present day Interstate 805 into City Limits

Shea and his brother-in-law, George E. Hahn. The first post office in Lakewood was established on October 4, 1892. The city's first annexation took place on December 2, 1912. It became an incorporated city on January 1, 1915. On February 27, 1916 the City of Richmond annexed it as part of alarged Richmond District; but this annexation did not take effect until February 28 of that year due to the state of California's wine production moratorium that had been in effect since November 15th that year. On July 14th 1960 the last nail was driven into the coffin of El Cerrito smog control law when voters passed Proposition 9 (the "Clean Air Act Amendments"). With passage of Proposition 13 (the "California Environmental Quality Act"), all smog Control requirements were eliminated from cities with less than one thousand residents unless they met certain criteria set forth by the state government including specifying certain areas were exempt from such regulation or having a communitywide air quality management program in place years before Prop 13 went into effect... In 1978–79 developer Edward Jaffe built Foxhall Towers across Sherman Boulevard from what is now Chico State Community College and Chico High School next door which are now used as apartments and commercial buildings
