Lake Forest is a city in Northern California, located on the eastern edge of the San Francisco Bay Area. At the 2010 census, it had a population of 166,831. In 1915, Lake Forest became one of three cities to be annexed by Oakland; the others were Richmond (1912) and Fremont (1924). In 1984, Lake Forest voters passed a charter amendment that granted voting rights to all non-white citizens over 21 years old. After many years of progressivism and growth seen in other African American communities across North America, Lake Forest experienced its first major crime wave in 1990 during the Los Angeles riots. This period helped create distrust between blacks and whites within the city boundaries, which would later resurface throughout much of recent history with racial tension high
Lake Forest was first settled in 1847 by forty-six families from Stockton. The town of Lake Forest was founded on the site of what is now the city of Hayward. In 1856, the towns of Hayward and Lakeside were amalgamated to form Lake Forest City. The city's first mayor was Charles H. Payne and its first treasurer was John C. Weems. The original buildings in downtown were a post office, jail, insurance company, grocery store, millinery shop and several other businesses. In 1870, the city annexed part of Hayward and built a firehall and library there. In 1876, the city annexed another part of Hayward and built an opera house and other public buildings including a park that still exists today. Lake Forest became an incorporated municipality in 1903 with a population of about seventy-five thousand people. The first annexation election for incorporation resulted in lake forest getting two thirds or more of all votes cast while only one percent or less voted for any other candidate
