The Laguna Woods community was founded in 1887 by citrus grower Samuel G. Moraga and his wife, María de la Cruz Moraga. The community became known for its large groves of palm trees and white sand beaches that stretched for miles on either side of the creek that ran through it. In 1928, when California entered the Great Depression, Governor John P. Morgan proposed creating an emergency fund to provide financial support for municipalities that were struggling during the depression. This proposal resulted in $5 million being put into circulation to help stabilize communities throughout California and Laguna Woods was one of them. During World War II, many people worked at nearby Metallurgical Works which produced heavy equipment used in World War II such as tanks and planes. After the war ended, many jobs went away because production stopped and prices came down dramatically due to new technologies like plastics and aluminum alloys becoming available substitutes for steel products
