In 1910, a post office was established in the community and it began receiving mail from other parts of Orange County. By 1912, there were six churches in Laguna Hills with Congregationalist as their main denomination. The area that would become Laguna Hills became part of Anaheim on January 1, 1907 when Santa Ana acquired all of Anaheim east of North Park Road from Los Angeles City Limits to form a new city whose boundaries extended into Orange and Riverside Counties (now Riverside and San Bernardino Counties). The name "Laguna" came about because there was no water available for irrigation within the present-day town limits. In 1928, Don Atherton purchased 3/4 acres (2 ha) near what is now Main Street and Fair Oaks Boulevard in Laguna Hills for $1,000. He developed this land into an open-air shopping mall which he named Atherton Plaza after himself and his wife Alma Atherton - both natives of Pasadena, California. Don's daughter Marlene Atherton Harriman served as president of Amazon website where she created public relations programs around the world before retiring in 2011 at age 96 years old Atherton Plaza Shopping Center remains an important commercial center for Laguna Hills today with more than 150 businesses including anchor stores Macy's Department Store and Sears Holding Company as well as smaller anchors JCPenney, Smith’s Sporting Goods Inc., Alice & Johnnie’s Bakery & Cafe etc., among others In recent decades much has changed about how people live here including changes related to transportation options such as expanding light rail service from Uptown LA towards Irvine Spectrum Center which opened up some great neighborhoods closer to downtown but also increased traffic on Valley Boulevard making it difficult or impossible for many residents to get close enough to see anything or walk their dog without getting out their car multiple times; however things have not always been bad here long term especially due to continuing investment by local developers like Mike Shriver who continue creating excellent housing opportunities despite these issues

The village continued to exist as an unincorporated community until its annexation by Irvine in 1959. Laguna Hills became a city on December 1, 1991 after being granted full city status by the Irvine City Council. On November 3, 2008, Laguna Hills voters passed Proposition V which upgraded the city's Tax rate from 2% to 5%. The increase will fund new street and road projects that were approved during the November 4th election campaign including: widening of I-5 into an expressway; construction of a new library; renovation of several school buildings; and installation of new water systems throughout the city
