Laguna Beach's history goes back to 1887 when it was founded as a summer resort by entrepreneur and hotelier J.P. Morgan on horseback on the edge of Oceanside Harbor. In 1925, Laguna became an incorporated city and annexed Hermosa Beach which had been part of Dana Point until 1910 when it was annexed by Los Angeles County because Hermosa Beach lay within Los Angeles' then rapidly growing city limits. In 1953, during the height of post-World War II suburban growth in Southern California, Laguna Beach voted to annex its neighboring towns of La Mesa and Moraga so that they could form the newly named "City of Laguna". The annexation allowed for more shopping malls and other development near the ocean while still preserving much virgin coastal land that made up Laguna Beach's core community (the old town). As time passed and new neighborhoods were built out into Lagunabeach's rural areas east of Interstate 5/I-5 South Boulevard (northwest of City Hall), many residents began to move from downtown to these newer developments; however most original citizens remain in or around downtown today - enjoying a rich vein of history with little disturbance from modern day life

Laguna Beach is a small town located in southern Orange County, California. The population was 22,623 as of the 2010 census. Laguna Beach is part of the Los Angeles Metropolitan Area. It has a history dating back to 1887 when it was platted as a rural town on the then-new Rancho San Marino Mexican land grant. In 1924, Laguna Beach became an incorporated city with jurisdiction over all of its citizens within one city-county boundary. The name "Laguna" means "small bay." The first Europeans to visit Laguna were Spanish explorers who mapped and named the area in 1542 after their captain Juan Rodriguez Cabrillo's landfall on Fútbol Island off the coast of Baja California Peninsula. A later Captain Pico made his way downplay this claim and called it Isla de los Palomares (Island of Sheep).Hearing about this location from an Indian informant in 1769, Mission Father José Antonio Vargas established two missions at Loma Linda and La Jolla in 1771–72: San Francisco de Asís (later Santa Ana)Mission and Nuestra Señora de la Purísima Concepción (later Loreto). From these missions grew Lagonada del Rey ("Queen's Bay"). In 1887, ranchers from Midway Ranch began purchasing large tracts of land west of downtown Laguna Beach for development as citrus groves. The community gradually developed into what is now known as "La Costa". On July 14, 1923, City Councilman Charles Wolk offered to donate 1/3 share of his mayoral race winnings to help promote civic growth in Laguna Beach during what would be his final term as Mayor; he won re-election that year with 78% of the vote against two challengers Upon Wolk's death on November 12th, 1924 due to complications from polio contracted while campaigning for office four days earlier, Vice President Harry S Truman succeeded him as Mayor with full power over city government until new ordinances could be adopted by City Council which also empowered Truman's successor Charles Wolk III to make appointments without prior council approval necessary for most business decisions including hiring or firing public officials however no executive orders have been issued since then .
