In 1967 when Interstate 5 was built across most of southern Riverside County including parts of LaVerne and Roseville within unincorporated territory known as East Coalinga Rancho Viejo (EV), some residents chose to move out or leave their homes because they did not want I-5 running through their neighborhoods without any public access or discussion about potential future developments adjacent thereto or within miles thereof that might have been affected by such development (e.g., new shopping malls). A group formed in 1967 called "East Coalinga Concerned Citizens" lobbied for I-5 to be routed around EastCoalinga Rancho Viejo instead and eventually received support from state legislators who believed that I-5 would create more jobs than traffic congestion on EV Boulevard which would benefit all concerned citizens equally even though there would be no direct connection between these two communities nor could anyone easily travel between them either physically or economically without leaving their home county The resulting change along with other projects funded by HOT lanes dollars has greatly improved traffic flow around EV Boulevard while still providing unimpeded access for motorists traveling between both communities without having to cut through residential areas residences are also now able to enjoy their properties fully exposed to vehicular traffic noise pollution from nearby businesses and schools
