The first store opened in 1870 and continued operating until 1925. In 1905, the first incorporated municipality was formed with a population of about 100 people. It became an unincorporated community called Rancho Viejo de las Flores on December 7, 1907 when the Town Council changed its name to La Quinta City Hall Incorporation because incorporation would have granted city officials more powers than local government officials had at that time. On November 15, 1928, Mayor Manuel Gomez ordered all businesses within one block of City Hall closed because he believed that organized crime had infiltrated the city and was causing problems for residents and businesses alike.
