The Mexican government claimed California as part of its empire, and large numbers of Mexican settlers arrived in what is now Southern California during the 1870s. A number of small ranching settlements sprang up around La Palma in this time period. On January 20, 1881, President James K. Polk announced that he would make Southwestern California a part of the United States on the grounds that it was needed to protect American citizens living there from Mexico's expanding Empire. This event is often cited as the beginning of the US West Coast region. In1889, an act named for Governor Pio Pico established Los Angeles County and made La Palma one of its first townships. In 1912, when Republican Party candidate Al Smith won control of both Houses of Congress and became governor, he declared that La Palma would become his official home town. The city slowly gained population over ensuing years until it reached its current size in 1923 when it surpassed Pasadena as America's most populous city east of San Francisco Bay
