In 1951, Mayor Rudy Serna decided to annex neighboring communities of Camarillo and Sunland into La Mesa so that their combined population would be greater than 10,000 people for the first time since incorporation; this move helped spur development around downtown and along Interstate 5 between those communities and eastward to nearby Industry Valley through what is now Vanguard Valley Regional Park
