The success of this program led to other programs like the Park Cities initiative which has since helped create over 240 parks and open spaces in Los Angeles County alone since 1984.

The first people to live in La Mesa were the Tongva, who arrived in 1769. The town was founded by Juan Josey and his wife, Agustina. It was named for their home on a mountain called Mesa del Oro. In 1821, José Guerrero established the Rancho San Rafael de la Mesa near present-day La Mesa. He and his family began to grow crops and raise horses there. In 1825, the rancho was sold to Manuel Nieto and its land divided among him, his four sons and six daughters. Nieto's son Francisco moved the family to what is now Needles in 1853. There he started a tannery that became one of Needles' most successful businesses. The family also built a chapel, schoolhouse and other structures in La Mesa during this time. In 1916, Manuel Nieto donated 2,500 acres (800 m2) of land to the city of La Mesa for use as an open-air park known as Arenal Park today. The park includes a large lake with picnic areas and playgrounds as well as tennis courts and a basketball court. The city also built several homes on the property for city employees during World War II. In 1974, Arenal Park was renamed City Park after Measure A passed by voters in La Mesa
La Mesa was founded in 1853 by José Antonio Reyes, who named it for the estate of Manuel Nieto on the San Diego River. The first post office was established at La Mesa in 1855. The California Gold Rush began in 1849 and quickly led to a population increase in La Mesa, which became known as the "Gold Coast". In 1870, La Mesa incorporated as a city. In 1901, after Mexican rule ended and American control began, La Mesa's citizens voted to adopt a new city charter that designed municipal government along Anglo-Saxon lines with an executive mayor and six council members. According to City historian Dr. Don Armstrong: "This ushered in modem times for La Mesa – one of its most important cultural centers." In 1924, during World War I, the United States Air Force built an airfield at nearby Imperial Valley Airport to support military operations over southern California. The airport served as homeport for several Pacific Air Forces squadrons during the war years and is still used today by various airlines. The 1941 census found 522 people living in La Mesa; it had grown rapidly since its founding fifty years earlier. By 1951, its population had reached 1,811 people. During the Vietnam War era, large numbers of Vietnamese refugees fled Laos and Thailand because of persecution there due to their suspected links with Vientiane's communist insurgency; many settled in La Mesa instead of returning home because of fears that they would be persecuted if returned home. As a result of this influx into town (and also increased economic opportunities), la mesa became known as " refugee haven" or "homeland."
