The town of La Mesa, California was founded in 1853 by José Francisco Moreno and his wife, María de la Cruz. Moreno had come to the United States from Spain as a young man and decided to settle in what is now Orange County. He named the town after his childhood home in La Mesa, Spain. The first post office was established in La Mesa in 1854. In 1875, La Mesa became an incorporated city with a population of around 100 people. In 1916, the city voted to adopt a new charter that provided for more public education and an elected mayor and City Council. The city also built a municipal water system that served all of Orange County until 1978. As part of the 2008–2009 federal stimulus package, the town received $1 million from the U.S. Department of Agriculture for infrastructure projects such as new roads and sidewalks. These projects were completed during 2009–2010 and are still being used today; for example, one road runs through town between two park areas). Today, La Mesa is known for its annual Mexican Fiesta celebration which takes place over several days in late April or early May at various locations throughout downtown including Plaza Mayor (the main square), Chapultepec Park (a large open-air recreation area), Monterey Park (a smaller park on Euclid Avenue) and Paseo del Norte (one of downtown's busiest streets).

This law caused many black Americans to flee La Mesa for fear of being drafted into the American Civil War. In 1916, La Mesa was incorporated as a city. It remained an unincorporated community until 1978 when it attained city status under the provisions of Proposition 13.
